Other than the name and the superficial appearance, is there any real difference between the "carve plate 13" that Head/Tyrolia's been selling for the last few years and the "speed plate plus 13" that has replaced it on the supershape and similar skis?

Superficial knowledge, but I think it is largely new and different.

I believe it is Head applying the Speed Rail approach to the CP13 plate.  The goal is to make it easier to mount and adjust skis to boot sole length with as little time and intelligence on the part of the shop people as possible.  One of the catalog comments for Speed Rail was "display your skis with the bindings attached and adjust boot sole length with no tools".

Whether any of the components are compatible with earlier versions, I don't know but the Speed Rail is compatible with all Railflex II skis (I think).

See the attachment below for the Speed Rail pictures.  Also (and this could be really interesting) I believe the Speed Rail allows the toe and heel to be adjusted for length independently, so you can get +15 or -15 by doing the same things people used to do by mounting the rail tabs offset.

hopefully, Phil will see this, His shop sells Head products now.
