I know that each time I have gone to a stiffer boot my off piste skiing has immediately improved. I am not a big believer in flex if you use tipping movements as your primary move. It is definitely easier to use rotary movements in softer boots, hence the reason many skiers prefer them. If you tip first it is very difficult to ski in soft boots. In general for tipping we want the heel back, the ankle flexed and closed, the foot/ankle dorsiflexed and this sets up for maximum ability to pressure the boot and ski laterally. Too much flex makes it hard to stay in this position.

It all depends on how you want to ski, or how you already ski.
